Central park is beautiful but I do avoid the Grand Army Plaza area because of the horses. it is so tragic to see them suffering and a lot of people seems not to care or understand. And yes, the City Council should do its job and listen the many thousands of people who have stated their support for a ban on horse-drawn carriages in New York City. The fact that City Council is trying to overturn the ban on term limits--a ban that NYC voters have spoken clearly on, twice--illustrates the self-serving, arrogant, and corrupt workings of the Council.
